Technical assistance to implement the health financing reform project in the Republic of Karakalpakstan

Uzbekistan has embarked on comprehensive and far-reaching reforms of its health system, including in health financing, to meet the objectives of the “Concept on health development of the Republic of Uzbekistan 2019-2023”. WHO supports the Ministry of Health (MOH) and the Government of Uzbekistan in introducing health financing and service delivery reforms underpinned by digitalization.

The new health financing arrangements were piloted in the Syrdarya region and gradually rolled out country-wide.

WHO is the main development partner providing support to the State Health Insurance Fund (SHIF) in introducing health insurance reimbursement mechanisms to the healthcare facilities of the Republic of Karakalpakstan (RKK ) and a new financing model of output-based payment piloted in Syrdarya. These efforts were implemented in the framework of a joint UN program (UNICEF/WHO/UNFPA) “Laying the foundations for people-centered, climate-resilient primary health care and water, sanitation and hygiene practices at healthcare facilities and schools in Karakalpakstan” funded by Multi-partner human security trust fund (MPHSTF).

WHO was asked to provide strategic advice and technical support to Uzbekistan for the purchasing and service delivery pilot in Syrdarya Oblast and its country-wide rollout.

The WHO CO commissioned Consulting Group Curatio Sarl (CGC) to provide the following technical support to the Social Health Insurance Fund team and health officials in the RKK:

  • Support the national and sub-national counterparts and national consultants in preparations for 2024 budget estimates for Primary Healthcare (PHC) aimed at three selected districts of RKK.
  • Support the adaptation of the facilities’ financial management based on the Syrdarya pilot experience to the context of Karakalpakstan service structure and health budget by assisting with data analysis and modeling of provider budgets.
  • Develop guidance on good practices for the financial management of healthcare facility networks.
