Strengthening the CCM in Belarus governance and compliance with the Global Funda’s eligibility criteria

The purpose of these assignments was to strengthen the CCM in governance and compliance with the Global Funda’s eligibility criteria.

The technical support was provided in 2 phases:

Phase I – Diagnostics of the compliance of the CCM governance structures, regulations and processes with the revised GF eligibility requirements with recommendations on the measures to strengthen CCM performance accompanied with a detailed action plan for CCM strengthening:

  • Assessment of the effectiveness of the CCMa’s existing governance structures and processes including the conflict of interest policy in light of the revised CCM Guidelines
  • Assistance to members of the CCM in gaining a better understanding of their roles and responsibilities, particularly with respect to governance, oversight implementation of GF strategies, and in satisfying the eligibility criteria as part of the revised CCM Guidelines.
  • Support to the CCM members in planning out the steps required to improve their governance and oversight, and, to meet the Global Funda’s eligibility criteria

The final report reflected findings of a detailed assessment of the strengths and weaknesses of the current CCM governance structures and processes as identified during the desk review and through discussions with the CCM members and task forces established by the CCM for improving the CCMa’s governance and oversight functions and streamlining PR nomination in compliance with the GF eligibility requirements. The report also outlined key directions to strengthen the CCM in both the short and long run, as well as needs for TA.

Phase II – Support in the introduction of CCM oversight functions.

  • Assistance to the CCM Working Group (WG-CCM) in improving the CCM governance documents related to CCM oversight functions.
  • Support to the WG-CCM and most of CCM members get a better understanding of the oversight concepts and duties necessary to comply with the GF CCM requirements.
  • Review and assessment of the WG-CCMa’s progress made towards strengthening the CCM through updating their core governance documents and practices to comply with the new CCM Guidelines and eligibility criteria including the CCM’s conflict of interest policy, processes for the selection of non-government CCM members, and core governance processes

The final report consisted of the description of a) the progress made in introducing the CCM oversight functions, b) status of the progress of the CCM towards the reforms and c) future steps for institutionalizing the oversight functions.

In addition to the final report the following technical and governance documents were elaborated:

  • Discussion materials on CCM oversight
  • CCM Oversight Plan
  • CCM Oversight Manual
  • Amendments to the CCM Statute
  • Review and assessment of the WG-CCMa’s progress made towards strengthening the CCM through updating their core governance documents and practices to comply with the new CCM Guidelines and eligibility criteria including the CCMa’s conflict of interest policy, processes for the selection of non-government CCM members, and core governance processes.
