The Embassy of Switzerland in the Kyrgyz Republic, on behalf of the Federal Department of the Foreign Affairs (FDFA) of the Swiss Confederation, contracted Consulting Group Curatio Sarl to carry out an external evaluation of the Health Facilities Autonomya project in Kyrgyzstan in April and May 2018.
The evaluation aimed to assess the results of piloting a health facility autonomy model in three districts of Issyk-Kul oblast implemented by the consortium of GFA Consulting Group, STPH and VEK Consulting in 2015-2018.
The following specific objectives were defined for the external evaluation (as per the ToR):
- To evaluate the activities of the HFA project’s pilot phase and assess the outputs of the interventions and, if possible, at this stage, the outcomes
- To evaluate the pilot model autonomy and recommend further adjustments and adaptations.
- Provide recommendations to scale up the autonomy and to design the following phase of the project.
The CGC team reviewed background documents remotely, developed the evaluation methodology and agreed with the Swiss Embassy in the Republic of Kyrgyzstan, collected qualitative information through key-informant interviews (face-to-face) during the in-country mission, validated some findings with the project management team and key stakeholders, presented preliminary observations to the health authorities and development partners, developed and submitted the evaluation report.
