Evaluation of the Roadmap for Health and Well-being in Central Asia (2022–2025)

The objective of the consultancy was twofold:

  1. To develop a methodology for the evaluation of sub-regional approaches in the European region
  2. To assess the implementation and effectiveness of the Central Asia Roadmap for Health and Well-being (2022–2025) to inform the design and development of the next Roadmap (2026–2029).

Specifically, the consultancy aimed at:

  • Drafting the methodology for evaluating the implementation of sub-regional roadmaps
  • Assessing progress toward a roadmap’s key health improvements, equity, and resilience objectives.
  • Identifying gaps and areas where progress was limited.
  • Highlighting lessons learned and best practices for consideration in the next roadmap.
  • Ensuring alignment and contribution to the next European Plan of Work (EPW)

The CGG team:

  1. Drafted the sub-regional roadmap evaluation methodology and finalized it after applying it for the evaluation of the Central Asia Roadmap (CARM)
  2. Collected qualitative data through the desk review of 50 background documents and in-depth interviews of up to 65 key informants representing WHO at the regional and country levels, health authorities of the Central Asian countries, and development partners and donors
  3. Processed data, analyzed, and presented preliminary conclusions and recommendations to the leadership of the WHO Regional Office for Europe.
  4. Finalized the evaluation report by integrating feedback provided by the WHO
