CGC provided technical assistance to the Ministry of Health and Family Welfare, Bangladesh in the Development of a five-year Comprehensive Multi-Year Plan for immunization program, health system strengthening proposals to Gavi and a Program Support Rationale Document in Bangladesh.
The CGC team was responsible to for the following tasks by key deliverables:
A Comprehensive Multi-Year Plan (cMYP) 2018-2022 development:
- Carry out and draft situational analysis
- Carry out in-country missions to streamline strategic areas for the cMYP and perform preliminary costing
- Carry out costing and financing exercise to estimate future resource requirements, availability of financing and assess financial sustainability
- Finalize cMYP including financial sustainability analysis based on the work plan and budget for health system strengthening support applicatin (funded via SWAp and Direct Project Aid)
Health system strengthening proposal for Gavi:
- Review Bangladesh HEALTH, POPULATION AND NUTRITION SECTOR DEVELOPMENT PROGRAM (HPNSDP 2017-2021) , previous applications to Gavi on HSS2 and other mandatory and additional documents to retrieve information necessary for developing the GAVI HSS3 application, 2017-2021
- Analyze health system bottlenecks and gaps affecting immunization outcomes in Bangladesh
- Analyze lessons learned from previous supports of GAVI and other development partners to strengthen immunization system in Bangladesh
- Develop justification for returning to direct project support
- Define HSS program objectives and components (with key interventions)
- Develop Work plan with detailed activities and timeline
- Develop Budget with inputs for each activity and unit costs
- Develop justification / explanation of major cost drivers (>5% of the budget or above US$ 500,000)
- Present the draft proposal to Ministry of Health and Family Welfare; and Local Consultative Group (LCG) â Health for comments
- Incorporate any suggestions made by WHO pre review committee and GAVI/IRC to finalize the proposal
Development of Program Support Rationale (PSR) document for 2018-2022:
- Discuss with relevant officials of the Government of Bangladesh, WHO and UNICEF country staff to obtain relevant information to complete the programme support rationale form
- Comprehensively include the relevant information of above mentioned Gavi HSS3 proposal and supplementary immunization campaign on measles and rubella (which is already prepared) in the relevant sections of the PSR document.
- Incorporate brief information related to any other potential new vaccine introduction (I.e. National expansion of HPV) in the PSR document
- Participate in the combined Gavi, WHO and UNICEF in-country mission from 12-16 August 2017 to review the PSR document
- Incorporate any observation and suggestions received from the PSR review mission and submit the final PSR by 18 September 2017
- To include any suggestions made by the the IRC of the Gavi and provide final PSR document with annexures.
